Senate GOP Back Trump's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the first time since the federal closure began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as Republican senators floated a proposal toxic to Democrats: scrapping the ACA, called Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the longest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and SNAP benefits have been delayed for 42 million Americans.

President's Plan from Golf Course

As Saturday's meeting got started, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators praised the proposal, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is actually better for the patient," one senator said.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic senators shared alarmed responses to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Continuing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an developing plan from a small group of centrist lawmakers to terminate the shutdown in return for a later vote on the ACA payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans turned down an offer to restart the government and continue the subsidies for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.

"Inaction is derelict because people will go into debt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Some observers indicated that the core of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.

After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
